The UK and US have signed a key bilateral deal that will preserve zero duties on British pharmaceutical products going into the US market.

Agreement Details of the Deal

Under the terms of the agreement, the UK has committed to raise funding on medicines through the NHS. This move ensures that duties on these vital products will remain at zero for a period of 36 months.

This development comes after earlier statements to significantly raise import taxes on patented drug imports, with figures mentioned reaching 100%.

"This deal between the United Kingdom reinforces the global environment for innovative medicines and establishes much-needed balance to American-British pharmaceutical trade," a release said.

Economic Impact

Drugs are one of the UK's largest goods shipped to the United States, which is by far the biggest market for large British pharmaceutical firms.

Trade data indicate that in the 12 months to the end of the third quarter, the UK exported medicines worth billions to the US. This figure accounted for a significant portion of British export trade in that span.

"This agreement secures employment, boosts funding and facilitates the UK to emerge as a worldwide center for medical research," a minister remarked.

Specific UK Commitments

The agreement entails several specific changes from the United Kingdom:

  • Revised Affordability Limit: The UK will raise the cost ceiling at which it deems new therapies to be unaffordable by twenty-five percent.
  • Increased NHS Spending: There is a aim to increase overall health service expenditure on medicines from 0.3 percent of GDP to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage drug companies must return to the NHS to prevent overspending will be restricted at 15%. Last year, rebates exceeded twenty percent.

Industry Background

The deal takes place against a ongoing row between the drug companies and the ministers over drug pricing and regulatory access.

This friction were intensified by arguments that US customers were charged significantly more for the equivalent treatments than patients in the other developed nations.

In recent months, several major drug company projects in the UK have been delayed or cancelled, while substantial expansions have been pledged toward projects in the United States.

The Science Minister acknowledged that the NHS had to spend more on drugs, noting that its spending on drugs had decreased as a percentage of its overall budget over the previous ten-year period.
